Hi all, which one is better for SEO while keeping costs limited, so I need to choose
  1. A domain with good live 1 backlink sources and indexed by Google (with very expensive backlink prices on the marketplace), but the domain itself is not indexed by Google or has never been.
  2. A domain with standard backlink sources but has over 100 indexed good stories on the Wayback Machine.
Any suggestions or preferences? :)

From my experience, option 2 be better. While live backlinks are always a plus, having a domain with existing indexed content and a backlink profile baked into the Wayback Machine can give you a serious head start in terms of regaining lost rankings and authority.
 
If by option 1 you mean "1 actual baclink", then just pass on that. That's non existent backlink profile. Domain not being indexed is not a problem in itself.

@NeedMyLink also nicely pointed out that recovering a domain that's not in Archive is not exactly viable.
 
Option 2 for me. It’s a big head start if you can recover the content from the old site
 
Go for the domain with lots of good stories saved on the Wayback Machine. It'll help your site's SEO without breaking the bank.

what if having 1-5 Good live expensive backlink ?

How did you recover the site ? did you repost all old post contents ? is gsc sumbitted ?

Having over 100 indexed good stories indicates that the domain has a Real amount of quality content.
so index > backlink ?

The best domain names are with history of good recent traffic.

With latest google update treat it as an experiment and test. Although I have a few full AI websites built on expired domains and their ranking improved there is a certain level they can go up to.

Obviously option 2. The first domain might have even received a penalty. You can only find that after adding it to GSC. So, better stick to 2 for standard backlinks and good content.

This is simply not enough to do anything at all. You are risking lame domain that will never rank because of 5 average backlinks. You want referring domains to be ideally in hundreds to actually do something, not under 10.

I would suggest you to pick the domain with lots of good stories already saved on the Wayback Machine. It's like starting with a solid foundation for SEO
