"TikTok again made me think YouTube must be the same."Interesting, I managed to grow a TikTok account two years ago but it's practically ghosted now. My recent experience attempting to grow a clients + my own TikTok again made me think YouTube must be the same.
I guess this is because TikTok are ahead of the game with Shorts, and YouTube are behind thus they're more lenient about the reusage content currently.
The question is how long will it be before YouTube clamp down on it?
after spending a lot of my own personal time doing research for the past 4 to 5 years, I'd say that your conclusion is not wrong.
i myself have discovered and concluded that social media platforms like yt, tiktok, ig and fb, all have a lot of commonalities when it comes to their AI algorithms.
ranging from shadowbans to content promotion.

"The question is how long will it be before YouTube clamp down on it"
until you've seen youtube make any changes to their monetization policies, you can safely assume that this content type is not yet clamped down.
And the problem is, there is in fact tons of reused content now due to an ever growing rise in the number of creators, so your gut feeling that this could possibly be labeled as reused and hence suppressed by the algorithm may not be far fetched.
for now it maybe working, but if you're asking me for my prediction, I'd say possibly within the next 2 to 3 years.
that according to me, should be the expected time frame within which youtube may make monetization policy updates to battle spam.
AI is a thing now and content automation has become way easier than ever, so there's a bigger need than ever to slow down spam content.
