That millimetre line is a concentration point in which two time periods meet. If one was to stand directly on that line he would surely open a temporal rift and be hurled through time.

I think you have over thought this issue far more than I have.

I was more caught up in the exact same thing as Davids355. Had I woken up on the wrong side of my bed, would that be a legitimate reason to be late for work?
 
Some cities are built right on international borders (Canada/US, and other countries), so it's not exactly surprising that there are cities built right on the time zone line.

Time zones for dummies: You'll freak out when you realize that one of those time zone line makes you gain/lose ONE WHOLE DAY instead of one hour (but hey, it's right in the middle of the pacific ocean...)
 
It's not as black and white as you may think.

3 different time zones here... If you were these 3 people, you'd most likely all be on the same time as one another even though you're in different zones. But yes, at a certain point you would need to turn your clock back or forward an hour. From what I hear that fine line is drawn wherever your local news station broadcasting ends.
