don't make a ridiculously general website for your first time, pick a specific niche and cover literally every topic related to it on your website
your niche/keywords are the most important part in the process, so don't rush over them
1000 dollars is enough but if you are spending it on shit like paid themes then it could easily not be enough
you will get your money back if you do everything properly, if you don't, you will spend your 1000 dollars and earn nothing

no idea really, i use fresh domains... but i think ~$50 is bare minimum and $100-$400 will get you something above average. though, if i were you, i'd use a fresh domain and save the cash to pay for relevant and good links after you've appeared somewhere in the SERPs. you can check out the expired domain sellers and contact them to get their lists of domains to see what you'll get for your buck.
overall i would focus 100% on your niche/keywords, there is no point in worrying about anything until you have your niche/keywords planned out.
