Question for you guys, did you even have a chance to re add ADS to the website in this time? or the penalty returned even when the ux was clean.

Without your answer, I have no idea, cant make guesses based on if similar situation occured if you wont tell your situation. Did you have ads on the new site ?

The reason for penalty can also be if the page speed is slow or there is no good URL ?

your website on/off page is trigerring g bots to penalize your website,
probably some kind of penalty if being passed to the new domain as well,
the thing is, google algo is taking some time for the new domain to mark it as spam and burry it,
it's a very common scenario nowadays, i have a few spammy websites with the same traffic spikes/downfalls,
nothing really seems to be helping so far, i've found some use of the domains in other different ways at least
probably some kind of penalty if being passed to the new domain as well,
the thing is, google algo is taking some time for the new domain to mark it as spam and burry it,

No. Pagespeed does not matter. What you mean no good URL?
Main algo penalty reasons are: AI content, translated content, ADs on fresh site.

Yes it can - at least for "4 results in index" penalty. You should add ADs when your site starts to get organic traffic.
How about content on your site?
Recent G updates hit my sites due AI and translated content.

You can check search console for some hints. Other option is to check the timing and match with google update launch.
