When I overview a keyword in Ahrefs, under the KW difficulty meter there is a statement saying "You'll need backlinks from ~9 websites to rank top 10 for this keyword!"

What does that actually mean? If I make 9 web 2.0 backlinks, will my site get ranked in top 10?

Can someone explain what is the meaning of it?
I'm new to Ahrefs and don't know much about it.

This is calculated from what links the people in the top 10 have, so have a look at the sites individually.

It really depends what they have, if they have web 2.0 links then it might be fine, but its more than likely
going to be decent links like PBN links, or guest posts.
 
Yeah, it's just a rough guide. Depending on the SERP, authority, niche-specificity, onpage, etc. go into the mix. Reverse engineer the top 10 sites for the keyword.
 
ahref only guide you for ranking improvement. That statement means you just need some more afforts for rank in SERP.
 
Make quality links better than your competitors to rank on top 10
