If so then yes, that is 100% generated with the sole purpose of you visiting those links and forwarding you to their service sites. These links are only there to advertise on Ahrefs etc, they don't get crawled by Google. Virtually every new domain gets these shortly after reg, and anything else that gets a hint of traffic will pick them up too.

are these spam site webmasters contactable? could i contact them to say "Hi i seen your anchor was guest post so i thought i'd reach out. Yes of course you can design me a fresh piece of high quality content to my standards and pay me some money to get it on my site, my new fav client!" ?

Not at all if it is just for your own website. Ahrefs has a free tier for verified site owners that lets you see your backlinks, referring domains, and organic keyword rankings at zero cost.
