I also got this yesterday and I can remember that I have gotten some kind of reminder earlier, let's say a month or more ago. Then it was a page full of compliance notices.
I personally think that there is some big advertiser with them that requires them to make "clear" to their customers that they don't tolerate this kind of black hat stuff. To make it clear they show these reminders where they state what isn't appropriate.
So as a conclusion: I have seen them earlier but there isn't nothing to worry, when you are in trouble you will be contacted by your account manager to solve the issue, sometimes it does mean suspending your account. AWM lives of the blackhat traffic and they can't afford to lose it.

If they ban all publishers with fake...stuff today, AWM have to close their network tomorrow. Thats the sad true and they know it, even their advertisers know it.

Most files downloaded through content locker cant be real. I mean its files people are dying to get, and more than 99% of the time those files doesnt exist
If it was legit files, why the hell would they go all the way to your site? think about it
Unless you have a huge website , or a huge community..you cant make money sharing legit files
so almost all adwork media publishers are definitely using fake files, that means we should be safe... they dont want to lose most of their money

I got this notice yesterday too, I am thing about masking my traffic, but it's a tough thing. But I am also think AWM can not live without FAKE content locking
