I also got this yesterday and I can remember that I have gotten some kind of reminder earlier, let's say a month or more ago. Then it was a page full of compliance notices.
I personally think that there is some big advertiser with them that requires them to make "clear" to their customers that they don't tolerate this kind of black hat stuff. To make it clear they show these reminders where they state what isn't appropriate.
So as a conclusion: I have seen them earlier but there isn't nothing to worry, when you are in trouble you will be contacted by your account manager to solve the issue, sometimes it does mean suspending your account. AWM lives of the blackhat traffic and they can't afford to lose it.
