AdWords Express doesn't exist anymore, it has all been converted to smart campaigns.
You can just do it all in your one Ads account so you will be able to run tests on all options and figure out which works best for your ROI. Smart campaigns have their advantages but you do give up a ton of control.

Adwords Express still exists, depending on the country of the Adwords (Google Ads) account. The main limitation (for me it is a drawback) in Express is that one has limited control over keywords, whereas in Expert, there is total control over keywords. (Ofcourse there may be other differences also between the two).
