not everyone can create those account, one companies and organisations can have such accounts

Well, that is a long process to follow. You need a socks5 proxy along with a dedicated Windows RDP/VPS. Then you need to make sure you are 100% anonymous, then you need a VCC (Virtual Credit Card) that works with AdWords. Then you need a campaign or landing page that complies with AdWords advertising policy. And running BlackHat niches are more complex and hard to run on AdWords.

Because of the MAC address, if you're going to use socks5 on your own PC then the MAC address remains the same therefore they can trace your footprints easily.

i am so confused by your statement
RDP = Remote Desktop Protocol, its literally a different computer, therefore different MAC Address(Device Identifying Numbers/Address), different IP Address, different ISP
Socks5 only changes IP, not MAC Address, I was thinking that the VSP/RDP provider might need to be SHH Tunneled into?
