before going for cloaking etc.. simply ask a friend to create a new account for you and then ask him to fund it as well for the first few days. It it works then try to fund the campaign yourself and see how it goes. This way you can rule out a lot of the reasons you may have been getting banned for.

You should have a new pva gmail account. Clear cookies & history. You should use a credit card with full & clear information. When you create a campaign they will check billing address. If they can not verify your billing address , your account will be suspended.
3 Things need to look at:
1) Your address is a key thing first of all. CHange it to some of your relative or anyone else to make it legit.
2) Never use your normal CC or debit card for payment. Always try to get a card with Entropay It cost you little bit extra in uploading the funds but its safe way to use adwords (use your real info)
3) Use old Gmail ID. New Gmail IDs will not work. They are smart enough to know that he might banned in past and now trying his/her luck again in adwords.

I've created a new windows account.. So cookies, history and cache are all clean..
I've try to contact AD team but they tell me that is not possible restore account..
I've created a new account with different name, different billing address, different CC, different city, all real informations (with new ip, mac, clean cookie, etc.). Result is the same..
I've try with vcc and real plastic prepaid card too.. No way.. I don't know what is wrong..

HUGE TIP HERE: I Have made over 200 adwords accs and none got suspended immidiately only after a couple of months, some ran for a year or so all because of cloaking (my guess as they dont give you a reason why they suspend accs).
1. When you make a new acc dont leave any traces of any previous acc that you have or lost. I mean even change your address, do google maps and find a real address dont just makeup a randm address.
2. Get a new server IP (hosting), new domain, dont make your whois info private just put fake name and details, when your acc goes under review they check and if one of them in the review team feels suspecious of a private whois they just ban.
3. If you can help it use a cheque acc card, not credit card, AVS can be a pain at times even if you get your bank to issue you a new card, you may get "suspended because of suspecious billing info" because your real address is not matching up with the new address you added n your adwords acc., with a cheque card you can use the new address you have on the new adwrds acc, avs wont be an issue here. Stay away from any VCC, they just dnt work PERIOD!!! If you in a country that accepts bank as a way to fund your adwords acc, this is the best as they cant trace you, here in South Africa they use a collections agency to handle their bank transfer clients, so Google cant see where the funds are comming from.
4. Run the acc for a few weeks with dummy ads, act as if you a new client that doesnt know shit about adowrds. I have noticed after a month or so, you dont get the "under review" issue that you get with new accs, you just have to be patient with this, adwords is doing everything in their power to clamp down on spammy ads or missleading advertising.
5. With regards to a VPS, I leant that you might get away with it some times but unfortunately at times when your acc goes under review for the first time when you create from a VPS, the reviews now trace the IP and can see its cmming from a datacenter and hit the ban hammer on you.
6.DNT USE ANALYTICS! Use your own tracking tools, like CPVLABS or prosper!!
7. No I havent tried virtual machine!!
8. USE A CLOAKER!
9. Dont use gmail, use other email providers, theses fuckers trace all that shit!! Try not to surf sites that have you banned adwrds profle whereby they can trce you.

Friend as you said that you have used your actual billing, so things are clear, your billing info is registered and now whenever you want to create a new account they link it with your flagged billing and you get struck.
For saving money people don't hire experts and end up with such a permanent problem, now the option is that you create a new billing profile and if your campaign is also under scan then start cloaking.

No, maybe i've wrong to write.. I'm not english.. I change billing every time.. So is all clean..
About experts, i'm interested to anyone that can solve my problem. No problem to pay he. The problem is that i don't know who contact or same people that contact me are scammer becouse they haven't any site or trust portfolio.

I am having the same issue right now. did you clear cookies and browser as well? I had my account running for about four weeks then all of a sudden flagged.
i've create a new windows account (so with cookies clear) and change ip and mac address..

Yes as I though... You're "burned" atm no matter what you change, even when clean IP/account/billing method or "new website" you still promote the same product with the same keywords (it happened to me btw when I tried to advertise with cheap china jerseys kw) I lost 4 accounts but I made it finally when I used cloaking method... Clearing cookies, changing ip and mac address are common things which adwords is also well aware of, you need to change your identity infront of adwords, you have to pose as a new individual, no link from old billing details etc. Tough job to do but you have to as you are flagged ...
