To avoid billing review in future you need start slowly - few ads / campaigns, and low daily spend. You will rise it every day and you will be ok

Definitely need to change your mac address. They are able to easily see this like your IP address. Use VM or an RDP. You can definitely change your MAC easily with programs out there. I haven't done it in a while.

Another option, if you're doing adwords legit is to call them with a created MCC and escalate it. Even if it takes a month keep fighting it and usually you'll get a response. Call twice a week.

Adwords SUCKS but is also awesome. Those Mothfkrs. It's insane that if they just one day decide to shut someone off they no longer have a viable business. Its a complete monopoly. Don't count bing out but you get about a 10th of the traffic there.

i have been facing series suspension of my adword account for suspicious payment method, about 15 of my account has been suspended over a week, is it because i am using a virtual card that the my country address is different from my billing address.is it because i used almost thesame phone number to open the google account. is it that my ip has been ban, is it because domain name has been suspended ones. please what is the best method to open a new adwords account after been suspended

Suspicious payment means Google does not like your card provider as it's likely to have been linked to farmed/non-paying accounts etc.

You need to find a VCC provider that is not well known and has not been abused with the Adwords network.
