Very easy man ... Singup to Adwords dot google dot com and then go to payment and put USA credit card or Prepaid card detail and get 350$ threshold account That's it :D What is difficult thing in this ?

Does it a phone verified or RDP(VPS) included?

only usa card?
 
The threshold varies from country to country. If you're planning to trick Google. Forget about it. It needs lot of work and experience to do that now a days. Stick to white hat campaign, build a legit business and you'll rock.

Don't discourage people from things you can't do
It's very possible to create churn & burn accounts
 
These churn & burn accounts don't even last till $100 spend. I had purchased many but stopped eventually.
 
I've created several adwords accounts with USA IPs and CC, treshold starts from 35$ on each account and raises gradually. Currently have only 1 account alive, spent 35000$ treshold raised at 600$. So, stop searching for big tresholds, start promoting products with good profit.
