Advice needed...Regarding website pagerank

HI there everyone,I have a website with a pr0 and am building links and want to get it to pr7-8.

So my questions are:
1.would building enough backlinks be enough to get my site ranked for pr-7 or 8 by google? I'm using scrapbox.

2.If i have linked enough links to qualify for a page rank and my site now is pr0,would google rank my site from Pr0 to pr8 on the next update(whenever that is ....or would they increase my site's pagerank step by step like pr 3, pr 4 etc etc

I believe PR is not only achieved through backlinks, but you'd need high quality backlinks in conjuction with relevant on-page content - that's of course, quality content as well.

Also, I wouldn't waste my energy and resources on improving my site's PR. Nowadays, it's fairly easy to outrank sites with a higher PR than yours. This is true even if your PR is 0. I can speak this from experience on my own sites. Focus on improving the quality of your sites and do your best to be useful to your audience. Together with a good backlinking strategy, you'll find that your desired PR will come to you over time.
