I assume you mean traffic you can buy and not earn naturally?

If so good luck finding traffic that is safe.

No traffic is adsense safe if the clicks don't convert much for the advertisers. After all it is the advertisers running the show.

I can tell from my own experience, that there is no traffic insurance for Adsense but if one very good that comes from social networking friend.
