While AdSense is for websites, Admob is for apps. However, publishers tend to compare these networks to see if an app version of your website is going to make better revenue. There is no minimum traffic requirement for becoming an AdSense publisher.
In a post on its mobile advertising blog, Google stated: “Admob is for mobile app developers. Adsense is for mobile Web publishers.” Google suggests advertisers use its primary Web ad interface, AdWords, to reach older WAP devices across the Google Display Network.
To give a better answer to the OP - you can run multiple ad networks on your app and make them compete, that would bring hihger revenue than a single ad network.
