Adsense help - How safe is clicking ads from VPN on Android app

So recently someone approached to me to make an android app for 500 INR (~9-10 $) on which adsense will put ads and I can increase revenue by using VPN to click. Also he showed me what I'll say are some convincing screenshots of earnings and conversations with people using that method.

I mostly use YouTube but my account is pending approval for re-monetization since I just got over 1000 subs and I have about 70$ in my account which I can't withdraw till I hit threshold.

I'm worried as this definitely violates ToS and adsense is quick to ban accounts.

Any advice?

That's funny. Just use common sense if that shit work why the fuck would he approach you trying to sell it to you for 10 bucks?
