Adsense approved But Adwords Not ??? Policies

I have a page that is approved for Adsense, and has ads running on it, but I wanted to generate some traffic to the page, and get some adwords going. I still need to work on it, I think I'd loose money if I had to pay for adwords, but theres so many free vouchers I can at-least turn $100 in free ads into $50 in the pocket. Anyway The link gets declined, and they are fairly vague about why. I'll look around for the actual response later tonight, but I think the complaint was something about the landing page policy. I have a privacy policy that was needed for adsense

do u used, adwords account only with voucher?
