Ad4game paypal fee

When I get my payment from ad4game by paypal, the ad4game take $7 as a payment fee
for example
I made the following
Sep. $31.71
I received the following
Sep. $24.71

Is that normal the network get $7 as a fee because i think $7 is a lot of money as a fee every month specially I now make low revenue about $20 a month.
