Ad networks for BH/copyrighted content locking?

I'm looking for a push/pop ad network that generally turns a blind eye to content locking
copyrighted material.

Trying to send traffic to a website that has thousands of posts, each of which is essentially a content-locked CPA link that directs the users to a download link for their copyrighted goodies when they complete the required action.

Any suggestions for networks or any other loopholes for paid traffic on something like this without getting my ads rejected?
