Are your BM and Pages new?
If they are new, you can try warming them up together with the ad account. New assets usually have lower trust levels at the beginning, so it’s better to keep them active for a while before scaling...
 
Could be anything tbh, new accounts can be pretty sensitive. What niche were you running and did it get restricted right after publishing?
