There are two possible scenarios. Your account is being scanned in bulk, so these accounts were created in bulk and violate policies. The next issue is that you have to run a customer service campaign. You should look into this issue or tell him to try changing his campaign.

If facebook ad get disabled then the best way is to appeal not create a new one unless you can keep the things separately and effective
