Recently my client got his ad account disabled and we sent a appeal but would it be possible for him so to set up a new facebook account with a different email and use a proxy or vpn to change his ip address so facebook doesnt block the account? Of course, changing the MAC and IP of the PC will completely change the new address, limiting new accounts will also be limited

You can absolutely do that. But FB bans accounts mainly because they check campaigns that do not comply with policies. Only 20-30% is related to IP location.

Yes, it's possible for you to setup a new account. Use anti-detect browser and a new clean proxy.
