How do I deal with this problem

Only customer support will let you know what is happening and because is related to you payment method we have even less infomation than you to know what is happening, hope you can solve this soon.

with a new account might be the same now they are really strict with the information they require in order to approve or deny ads accounts, but is worth the trying.
 
Change card or if it debit card maybe have to fund
