ad account banned

You must reserve 3 to 4 accounts for yourself, in case the account is locked and there is another account to replace it

You just need to add an ad account to the Facebook profile that has that page, and you should have multiple backup accounts if you get banned.

I can pass the id but when they ask verification of payment it always fail for me
 
use strong accounts and do the warm-up carefully for 5-7 days before running ads

Please find a rental unit to avoid having your account locked. They will resolve it very quickly

You cannot use a banned page to run a new advert

Get a fresh account + create a new page and continue running your advert
 
You can add a new ad account to the Facebook profile that contains that page

Try to get good proxies to manage your profile and never fail to open/go on FB without the proxy running for accounts security.

I think you should first find out the reason why your ad account was banned so you can avoid the next accounts. If you want to run new ads from the same page, you just need to add an ad account to the profile containing that page.
 
You just need to share the page to another FB profile that has an advertising account.

If you run BH, 1 account is not enough. Prepare more accounts and warm them up with safe ip
 
You just need to share that account to the user who owns the page, that's it
