One must be for ID Verification.
One must be for Payment verification
Other, only GOD Knows

Could be a lot of reasons why, from account setup/ verifications, to connection environment (your browser, proxies if any, the quality of IPs you're getting, the tools or automations you have, etc. etc.). You'll want to narrow down where the ball may have dropped there.

For new advertising accounts, you need to start it up before using it. For Black Hat products, you will need healthy advertising accounts to maintain active status for a long time.
 
1 page you can use on many different advertising accounts, but you need strong accounts, and I think agencies will do that.
 
Just add new ad account to the facebook account which's the admin or advertiser of the page

For BH campaigns, you should warm up your account before advertising the main campaign. For new accounts, you should spend 2 to 3 days and gradually increase the budget, then start the main campaign.
 
If you want to run a new account, just add the advertising account to the profile containing that page .
And you should find out why the first account was banned and fix it for subsequent accounts.
 
You just need to add an ad account to the Facebook profile that has that page, and you should have multiple backup accounts if you get banned.
