Rent an address in another country (there are services here for that) and establish some sort of legal entity. Use the government-issued EIN (if you do it in the US) and use that information to establish financial/bank accounts.

VBA's aren't for solidified businesses. More so, they're ideal and intended for simple account verifications.
Not too sure how useful such an account would be for someone seeking an ACTUAL out-of-the-country bank account.

If you want o move large sums of money, its impossible because of international banking regulations, especially swift/wires. As other said, you could open an offshore company and use that to open a bank account there but this implies costs and fees. Look into Seychelles, Malta, Panama etc
