Try VPS man... forget proxies. You can find plenty on this forum.
You keep doing the same thing, so who knows the reason.

that problem is specifically related to:
• excessive use of emojis in your ads
• you have been banned from advertising on one profile, you are logged in to another profile and facebook knows it is you
recommendations:
- avoid using too many emojis
- avoid shortening links
- have a proxy from the same country/region of your credit card + use portable firefox + warm your facebook profile (if it's a new profile) for a few days
