From what I understand you got Captcha after creation and then PV? If yes, accounts will be banned, do not waste phone numbers on them.
4G networks are no longer the ultimate solution for account creation - 99% of sellers simply give you access to a sim card in one area. This means all IP changes are on the same cell tower - let's say 199.188.xx.xx . A few customers start creating considerable amount of accounts (or 1-2 not so bright ones use mass creation software and go above any sensible limits) and IG flags the whole subnet.
You are then greeted by Captcha and PV when creating account with email. You can thank everyone who decided to create thousands of accounts daily on small networks.
Not so long ago this issue would solve itself in 24-72 hours but IG is now more aggressive towards detection.
Solution? Try your own mobile network - maybe it is not yet flagged. Of course, the amount of accounts you create should depend on how big the city is.
Another solution? Find a residential network that still works - the working ones usually charge per GB so manual creation becomes way too expensive.
There are ways to create accounts with phone numbers, add email and never trigger PV in the future. Of course, this is something you will need to experiment with yourself since no one will reveal it.
