My twitter account was permanently banned by I post about 5 links to a telegram channel. How can I take that off? I can't create new accounts and this is being a hindrance

Buy or create a new account. I personally would buy an aged account from somewhere like hqaccs.com, aged because you won't have to go through the whole 'we want to make sure you're human' phase that happens with new accounts.

File an appeal, and if it doesn't help do it again, and again, and again... Sooner or later they will respond and hopefully would unsuspend your account.
