Isn't there an easier way?
Somewhere here on BHW someone sells a book called "PROXY KNOW" that will help you create such a farm
If I remember correctly, just because a phone has a fixed IP address doesn't mean anything. The network assigns its own
IP address at the start of a call and can even change it as a phone moves from area to area in a city,
I believe a phone is not necessary. I think a mobile router is used (it is a router with a sim card and an external antenna jack
that is connected to an outside antenna). A PC is connected to it and pretends its the phone or something)
You DO NOT want to be in a room full of phones connecting to the network with wifi or gsm. The radiation could
eventually kill you
Find that book. You will be an expert. The guys that wrote it are masters.

I did this but with an iPhone that was jailbroken with the Crane app. It lets you create many instances of the app so in this case YouTube. I was able to get the first video to 100k views after pushing it a little with the fake accounts on a new channel.
I did the same on another channel. Blew it up really quick and got a million views within a week or two. But then something weird happened, and I was shadow banned but it was right away I uploaded a video with the word Sex in the title so I'm not 100% sure if it was linked to my fake accounts since I stopped pushing videos with those accounts a long time ago. Maybe the account was flagged for adult content or something so I abandoned that channel too and went organic.
Now I have a successful channel that I did organically but I'm thinking of returning to this on a new channel to double check the results.
