Just now, someone contacted me on Telegram out of the blue. They wanted to buy my username for 7,000 TON, but they only accept purchases from me on https://fragment.com. Is this true? Is this a scam?

Many users have lost money because they started the conversation in telegram by clicking the tg contact in the marketplace's thread and not starting the conversation in the forum, many dispute's resolution has been denied for this reason.
You should be careful because you are still the owner of that tg account for us.

This is a scam. He will send you a link to a bot where he supposedly made an offer through fragment. If you start the bot it opens up a in-app website that appears to be fragment.com but its not. They are after your TG wallet. Ignore such offers and remember - if it seems too good to be true it usually is.
