I'd advise you to think about marketing before acquiring skills.
How are you going to find potential leads, and more specifically, leads who have the budget to spend with you.
You might learn to be the best web developer ever, but if you don't have customers, you don't have a business and you've wasted time learning something you can't sell.
But if you find customers, even if you can't service them, you should be able to refer them to someone else who can (and take commission).
I'd argue that you don't want to be learning web development at all, but rather how to market a web development business.
The other tip I'm going to leave is that you're not special - yet. There are loads of web developers available for hire on online marketplaces. You need a key point of differentiation - something that you specialise in that makes you stand out and that increases the value of what you do.
Think about specialising in a specific technology or providing services to a specific industry. Don't be like every other developer. Give clients you want to service a reason to hire you over anyone else.
