How will they find out?
I see some stupidly high figures which might give the game away> People who never post, never engage, and only joined Google+ a week before - but touting 10,000 in their circles.
At the moment they seem to get away with it.
More likely to ban the accounts that are fake (which will lower your follower account) than anything.

No problems . I bought 10k followers last month and saw no change.
