Yes, they still use Google Keyword Planner which previously name Google Adword Keyword Tool to search keywords. Yet, they are using other keyword tools to compliment such as Long Tail Pro, Keyword Samurai etc.

For linking building, it's changed oftenly. No, building links with ScrapeBox to money site is a no. You need to learn more about link building because this is a huge topic and can not describe by words easily.
These are some terms about link building: PNB (Private Blog Network), Tier Linking, Link Wheel, Web 2.0, Guest Posting, Blog Commenting, Social Signals ... etc. and many more.
