I have always taught of this, like what if I meet a friend, feed him with e.g100 backlinks to paste on a page and submit that particular page to GSC, being a tier 3, Google crawls and passes link juice till it gets to moneysite, what do you think?DIY solution, I have money and a 'dummy' site. Both are in my GSC. On my 'dummy' site I have a 'resource' page with guess what, links. Each time I create new links I update the 'resource' page and resubmit the site map forcing google to re-crawl it. Works like a charm with a small number of links, don't know how it would work 100s or 1000s of links.

If you have added your website in webmastertool this is the best and more secure way, never take risk.Google does not index content for various reasons. It may due to technical issue or because of low-quality content. in which the technical issues are more common, for a solution I prefer google search console for manual indexing purpose

Google for lack of a better word is WATCHING, LEARNING, AND ADAPTING. All they have to do is collect all the links processed by indexing services to find the rule breakers. Why shout out when you're breaking the rules creating backlinks?
This is 2019 and you have to operate smarter for lasting rankings. Good links will index naturally, while borderline links might not. Also, just because it is indexed does not mean it will help you rank.
In this day in age, it is not the quantity of backlinks but the quality.
