If you's not seeing that probably you are out for this offer.
I don't know exactly how it works if you tweeted it before try this.
Login your name cheap account and see "get your coupon code" appears.
Also, sign in with your twitter account you used before for twitting this offer and try follow that link.

The 18 cents fee is EVERYWHERE, it's imposed by ICANN and you will have to pay it at any registrar.
