Your info is pretty vague. No one can help u a single bit unless you show us the main thing - landing page and product.
If ur landing page is good, then you would get good ctr on the CTA button, otherwise spend thousands and you won't get any.

What were you promoting? How much was each conversion paying you?
It can be bot traffic as DE GAME says, it can be bad landing page as EternalFun says.
If you are promoting weight loss popunder on websites about buying cars, that's a big problem.
If they need to verify credit card and the conversion pays $100 well $37 is too small for testing and making it perfect.

I think the landing page is nice, but what does the user need to complete for a conversion? If they need to just enter email, you should have a conversion if the traffic is real. If they need to enter email and complete a survey... I never get conversions from those even if I am completing it myself. I always follow all of the steps required for conversions on some of those free iphone offers, and I never get credit for conversions. Really sucks.

You need targeted traffic. Any platform can blast your site with bot traffic or other something like this.
Try Facebook ads, influencer or YouTube videos. Choose who you are targeting.
Right now you seem a bit confused "I try everything to make money" - Really? Spending some cash for random traffic sent to a random landing page? Thats way too easy.

Dude u should give us more informations if u want people here to help. Other than that how the hell u are using pop traffic and u are not even tracking to see what work and what not.Like @SocialManager said if it's a single opt in offer you should see some conversions. U should use a tracker bro to see what is the ctr in your landing page.
I am working i the internet 10 years ago, i try every things, i spent mor than $5000 , little working for me like youtube and clickbank but there is small sales not good money.
