Yes this method is great as long as you take action. It may be even your main source of income if you strengthen it with other supporting languages. Let me clear this in a simple way:

You are building a site on German using English scraped articles. Then you may also utlize French, Italian and Spanish too. But how to integrate them?

By building a multilingual WordPress site.

There are several plugins around. I will post a detailed thread soon about creating a multilingual WordPres site using them.

I simply advise you to check:

1- qTranslate (which is free)
2- Polylang (free and better in many ways)
3- WPML (paid but it deserves every single penny.)

Another approach for the serious marketers may be building an authority to target a larger audience using these plugins (along with professional translations).

Since adsense being primary revenue source, do I have to use google keyword tools to find best cpc keywords for this? If so how much cpc is good for main keyword? Or you just use a keyword with out further checking it with cpc, local monthly search(Germany) etc?
Out of curiosity I would like to know how many sites you have and your monthly earning with this method?

While using GKWT you need to target Germany and you should select German.

But I generally don't do this (as you say "just use a keyword with out further checking it with cpc, local monthly search(Germany) etc"). I scrape articles (lets say about home furniture) and go for translating them.

I have build so many sites using this method in the past. I failed to make money from them since they only held 30-40 articles. Then later I realized that, site should have many articles at least 200-300. Now I have several (let's say 3-10) which brings some money for my IM expenditures. Please don't think that it is a big money. It may be scaled up but procedures are very time consuming.

You may hire a VA and have him/her do the tedious tasks. Do not think that every site you will making will be a hit. But they always have potential as long as you have a good feel of "what people want".

before i tried scraping for articles then translating to a foreign language and translating back to english and post those gibberish articles into my english sites. when google reviewers came, they deindexed my sites.

my question to you edgematch is, will these translated to foreign language sites stand google reviewers. how do you avoid the deindexing of these sites.

IMHO, your site was reviewed because of making more than $1000/month (standard adsense manual check). These sites may not not have that problem since they will not generate such an amount (an assumption. There may be exceptions).

If we would think for the worst, what if they would be deindexed by google, we should have made enough money till then. So we can start over and over again. This time we will be more experienced and have more money to hire people to do this tedious job for us.

Ok I started experimenting with this method. Selected a niche, installed WP and plugins and published first post. First problem I encountered was the German language. Since I installed WP in german every option in WP was in that language. A short google search resolved my problem. Use Native Dashboard plugin to translate admin panel to English while leaving front end in German.

I converted an article with more than four paragraphs and lots capital letters, I hadn't any problem from google, neglecting paragraph space and capital letters. Only problem I encountered was Article Lite is scraping articles in plain. It neglect paragraph spaces, so you will get everything in single paragraph. You have to manually add paragraph spaces before you start translation.

So this is my progress so far and I hope this will give inspiration to some one to try this method. Good luck guys
