You can create your own 4G proxy but it's not an easy task and you cannot set up only with the help of a tutorial. You will need a full course and a lot of research to understand the mechanism of proxies because very complex technology is involved in their set up.
Creating and managing 4G Mobile Proxy is bit tricky and technical in nature if you want to do everything by yourself.
Or you can go with dedicated service/solutions by various companies out there. These companies provide you with USB Dongle/Modem (With Sim Card)/Server which you can connect with your tower PC and then by using their compatible software you can turn your Tower PC into 4G/5G proxy over cellular network.

There are a number of tutorials available online that can teach you how to create a 4G proxy using ReverseTethering. A simple search for "ReverseTethering tutorial" will return a number of results.

The easiest way would be using one of couple available services that takes care of everything to convert phone to proxy, including rotations, authentication etc. Don't want to shill them here, but a quick google search for '4g proxy from android' or something like that will find them
