Or you can go with dedicated service/solutions by various companies out there. These companies provide you with USB Dongle/Modem (With Sim Card)/Server which you can connect with your tower PC and then by using their compatible software you can turn your Tower PC into 4G/5G proxy over cellular network.

Can I create a 4g proxy using an old tower pc and some old android phones? Is there any tutorial that teach this?
The easiest way would be using one of couple available services that takes care of everything to convert phone to proxy, including rotations, authentication etc. Don't want to shill them here, but a quick google search for '4g proxy from android' or something like that will find them :-)
