40% CTR. Competitors click my ads.

I have the same problem. Visits are coming from India, Philippines and bounce 100% - just one page load and then off.
I'm getting this to AdWords, though I'm not sure what they can do about it. The IPs are random, proxies probably.
 
You have 2 options: you can either ignore it and continue running ads after alerting Google about the problem (they will just recalculate your ads as they always do when they check your clicks for invalid activity at the end of the month), or you can disable ads for a longer period of time and temporarily replace your ads with CPA ads rather than CPC.

Competitors like this have nothing better to do than to report your ads, clickbomb your website, and report your content because they have a lot of free time on their hands since they don't know how to run a business or a website. Even if you do manage to get them to stop, you have to also decide to either let what they did to you go or to teach them a lesson. Letting them get away with it will just make them think that they can get away with it in the future.
 
Thats what I am doing.
But when I start the campaign after few days he is doing it again.

Contact to AdWord. But not sure it will help you or not.
 
Do you have any tracking installed on your landing page to check bounce rate etc to see if the clicks are legit or not?
 
Install trackers if you haven't already (not just adwords/analytics, use third party tracker that tracks: keyword, click agent, IP and all other parameters per click) make your campaign settings more specific (device/network/timings etc..) If you do this you will be able to identify if the clicks are really fraud or not.
Next once you are sure of fraud report it to adwords team and believe me your adwords manager will be able to identify and on certain occasions be able to provide you with credits to reimburse for your loss.
