Yea, that would kill my SEO. Any ideas. If you wanted to rank for all these places. What would you do? Thanks.

This is would be a very nice idea to try. I think it might work very well , you should give it a try like domain-city.com 301 to maindomain.com/city .

This sounds very good to me.

May as well do subdomains rather than buy a ton of additional domains. Also, if you just silo the content so that you are not plastering one page with anchor text links, then you will probably be OK from an SEO standpoint.
