Depends on what type of Ebooks you want to resell.

The thread is full of solutions for PLR books, so I won’t comment any further.

However, If you trying to secure resell rights for more popular-published books, is close to impossible with out a lot of working capital.

I’ll use Amazon as an example. They “purchased” the right to digitize it, “sublet” for a fee, and share that fee with the owner/author. Not what percentage they share with the owner/author on the back end.

Amazon themself does not “own” the book that they are providing to consumers in Kindle formats. Same goes for other services like Amazon/Kindle.

You could use a P2P solution like Book-A-Trillion uses. It’s quite complicated to set up, but legal and super profitable when done right.

It is easier to get these type of ebooks. But It is hard to resell for some dollar, just a package and you will get hundreds, thoundsands of books with a cheap price.
I have a huge of them and not intend to resell it.

The website mentioned by op itself is selling reseller licence for single payment of $97... Duhhhhh!!!

I think they take them from free download sites of any subjects and they promote them.

There are many sites where we get free ebook to sell or write for ebook

There are a lot of sites on google where you can download PLR EBOOKS FREE, do a little search and you will see.
