Well $30 is not actually much to spend, but you could try the massplanner rental service from marketplace. It would be a long investment say 6 months. Grow your accounts maybe 2 accounts. You can then either sell shoutouts or sell the account.

Having $30 or having none in this business is practically the same thing if you do not know what you are doing. Countless times I have seen people turn $10 into $100 or $50 into $1000, but they had brilliant ideas or got lucky.

Since you possess no knowledge, $30 will not do you any good. And without knowledge, I honestly doubt that even $3000 would do anything.

Focus on developing some skills and absorbing the knowledge and potential of this forum. The answer to your question will appear on its own.

You need to sign up for a CPA network first and get approved.

Then you can start brainstorming ideas on how to get traffic.

Are you experienced in any way? I'm asking because a lot of the CPA networks out there are getting pickier and pickier lol

I know all about that but even then you can have luck.
Peerfly is considered by many as a top network, you have to submit ID and tons of info, I didn't even had a website yet and 0 experience but after 3 weeks of mailing (was during the holidays) they approved me thanks to my social engineering skills
 
The best is to invite yourself for a nice lunch or dinner .

If you are into IM, then this is enough to start a website. Domain cost $ 11 and hosting per year $ 15. Learn how to select a niche , make keyword research and and make onpage SEO.

I started my IM journey with $0. You have $30. You can pay someone $10 for posting on Facebook page or his/her Instagram account. And promote a CPA offer. You can either use free domain and hosting or pre-hosted landing pages. This way you can get your offer posted on 3 accounts.

I am a newbie too when it comes to IM but I'm 36, had a hard knock life, seen and done a lot of shit, it's life experience that helps me out.

But for newbies that apply for networks, be honest, just tell them you are new and that you have plans to incorporate cpa offers through landing pages, promotion through social media etc and most of them are fine.

Also lots of them are instant approve but they sometimes have shittier offers with crappy landing pages.

In our life especially in business, we have two things: Pay Money or Pay Time.

If you have time and no money, you can achieve your goals. if you have money and no time, you can achieve your goals faster.

I suggest you go for one thing even if you don't have money, but you have TIME. Scrape some good expired domains, and sell them on the marketplace. or scrapping some expired twitter usernames and sell them for profit. with this job, you can make at least $300, but it requires a lot of effort, then after, invest what you made on building a site for specific niche, in the event you need more money to progress, scrape more domains again and SEO tools.

You have to collect more money first, then with that money, you'll build your real business.
