They just by the Fans/Followers. They're either not real or completely untargeted Fans. You can find services like this in the BST section.
How the f.ck they do it?
I mean 1.7 million likes and 2.5 million people talking about it in under 10 days. Most popular post has 141k likes and what freaked me even more is that I have friends who like the page.

My guess is A) good viral content, coupled with B) having it being promoted through word of mouth (friend a, b & c liked this page) & possibly 3) premium methods such as: boosted posts, advertisements, paid placement on other fan pages, etc.
Vine is the next "hot" app. Like instagram was for photos, Vine is for video.
Question is: How can we profit from this?
