2022 SEO, passing Juice tier1 vs tier2

I have been doing a lot of research and experiments lately to figure out what is the best strategy to improve ranking using backlinks(white hat and black hat type), but the thing that I never understood is, the value of tier1 vs tier2 backlinks.

let's say that we have three websites that used different strategies on how they built backlinks which one will work the best A or B or C.

website:A got 10 tier1 backlinks and each tier1 backlink got a 1000 tier2 backlinks.
website:B got 100 tier1 backlinks and each tier1 backlink got a 100 tier2 backlinks.
website:C got 1000 tier1 backlinks and each tier1 backlink got a 10 tier2 backlinks.

depends on what links you get. Those numbers don't mean anything if you don't specify which links you are getting (where from, where they are placed, whether or not they are d0follow, how many OBLs are there on the page that gives you those links, how well the site giving you those links does with google, and many other factors)

With those numbers I would fear the results in 2 of the 3 scenarios:

If you created 10 good quality tier 1 blast-resilient sites and then blasted those with 1K each, it would perform long-term better than creating 1K tier 1 poor links and then, for some weird reason, blast those 1K with some extra lniks? Doesn't make any sense

You have to understand the sense of tiering: you are protecting from the issues that poor backlink bring, but at the same time, you are benefiting from the benefits that blasting offers. It's like a doubled-edge sword that you need to handle appropiately

So B and C doesn't make any sense from a logic perspective. Always think logical when you linkbuild

Building 10 quality tier 1 backlink is a good option. Numbers don't have value, the quality of backlinks is valued.

Website B would be the best Option to me , As tier 2 backlinks in quantity would tigger google !
