2013's Greatest Tier 1 Software?

Other than manual I would suggest magic submitter, and as far as the last post. Yes there is not a ton of support, but I have been using ms for years and in all actuality I very very rarely need support

I was a big fan of senuke xcr and magic submitter before using "fcs networker". It is web based service and extremely better than any web 2.0 submission tool as I always get 98% success rate.

GSA, but make sure you buy the monthly add on for SER-Engines, buy a captcha solver (one time) gsa breaker or captcha sniper, and I do think you need proxies. I use only 10, buy hotmail accounts spam filter turned off, pr3 and above domain PR, 15 OBL or less, no more than 50 to one site per day (this means to the overall site, not per url). Also, i submit all links to lindexed and also mix it up with scrapebox blasts to help indexing rates. Seems to be working very well. Hope that helps. But overall, manual is best for tier 1, but I understand using software, because some times manual requires time investment. Also, make sure your article creator is good, and spins well.

I'm doing the same. Usually, I outsource those handmade Tier1 properties. It's worth doing if you care for the long-term.
