I wrote and critiqued resumes and cover letters at one point in my journey. About 4 years ago, the plan was to create a resume database for recruiters. A few people have already mentioned this idea. I still believe it's viable. Primarily, you can reach recruiters on Linked In and/or send them offers via snail mail. The idea is to make it a no brainer for access. The database should be some sort of membership...monthly or yearly subscription rates. Many will say they don't need to use such things but most will. Paying $200/yr for access is a drop in the bucket vs the amount of money they make on finding qualified applicants.
This niche needs job/employment related offers. Anything that may help them gain better skills, perhaps enter a new industry with transferrable skills, interviewing tips, etc.
HTH and Good Luck.
